HTX and ST Engineering to Partner on New Space Tech Programme

On 28 April 2026, Singapore’s Home Team Science and Technology Agency (HTX) and ST Engineering announced a five-year Memorandum of Understanding (MoU) at Milipol TechX Summit (MTX) 2026 to strengthen collaboration in the space domain. Under the agreement, both parties will jointly establish a new space technology programme and develop space-based science and technology capabilities to enhance Singapore’s public safety operations.
Commenting on the signing of the MoU, Chan Tsan, Chief Executive of HTX remarked, “We are continually exploring how science and technology can unlock new capabilities for the Home Team. Space technologies, in particular, offer significant potential, such as the early detection and monitoring of hazardous gas plumes offshore. This capability enables faster and more effective responses to save lives and safeguard public safety”.

Space-based technologies, such as satellites, can help enhance the observational and early warning capabilities of Singapore’s Home Team, which comprises the nation’s public safety, security and emergency response agencies. These capabilities include detecting and monitoring hazardous gas plumes offshore, providing first responders with valuable lead time to respond and mitigate incidents effectively.
Highlighting the growing importance of space related technologies in public safety operations, Low Jin Phang, Chief Operating Officer for Defence & Public Security, and President for Digital Systems, ST Engineering noted, “Satellite missions are set to play a greater role in public safety operations. As a strategic partner to HTX, we are applying our expertise in Earth observation satellites, geospatial services, and advanced digital technologies to jointly develop space-based capabilities that strengthen public safety outcomes”
This partnership extends a longstanding relationship between HTX and ST Engineering, which has helped to advance science and technology solutions to strengthen Singapore’s public safety capabilities.
