Changi Airports International Signs Agreement to Manage Non-Aeronautical Business at Haikou Meilan International Airport

Changi Airports International (CAI) announced a joint venture agreement with Hainan Meilan International Airport Co., Ltd. to manage non-aeronautical commercial operations at Haikou Meilan International Airport (HAK) on 20 October 2024. The joint venture, with Hainan Meilan International Airport Co., Ltd. owning 51% and CAI 49%, will obtain exclusive rights for 10 years, starting January 2025, in overseeing the retail, food and beverage, advertising, leisure, and commercially important-person (CIP) services at the Chinese airport.

Through this collaboration, CAI-Meilan intends to transform HAK into an integrated consumer hub while boosting consumer spending to improve its commercial revenue and strengthen its status as a leading regional hub. By leveraging on Changi Airport’s brand reputation and expertise in airport commercial management, the partnership aims to enhance passenger experience, broaden retail offerings, and implement new digital services such as e-commerce and loyalty programmes.
Key areas of focus for the CAI-Meilan joint venture include:
Retail Operations: Expanding the variety and quality of both international and local brands, including the introduction of offshore and international duty-free shopping.
Food & Beverage: Curating a wide selection of dining options that cater to international and local tastes.
Advertising and Leisure Services: Enhancing brand visibility through strategic advertising and leisure services, including passenger relaxation and entertainment facilities.

Situated in Haikou, the capital of Hainan Province, HAK serves as a key gateway for both domestic and international travellers, offering connections to 116 domestic and 30 international locations as of October 2024. Over the years, the HAK airport has experienced notable growth, reaching a passenger throughput of 24.34 million in 2023, ranking 18th among all mainland China’s airports. With a capacity of 35 million passengers per annum, the airport shows potential for further expansion.
