The inaugural meeting of Asia-Pacific regulators on Advanced Air Mobility (AAM) and Unmanned Aircraft Systems (UAS) was held in Singapore on the 9th November 2023. Hosted by the Civil Aviation Authority of Singapore (CAAS), the meeting was attended by 17 Asia-Pacific civil aviation authorities (CAAs), and 24 institutes and companies representing the AAM and UAS industry.
As AAM and UAS technologies continue to develop rapidly, the usual way of commuting and living is expected to change. Therefore, it is important for regulators and regulation to be well aware of current technology advancements to reap its full benefits while ensuring the safety and security of the public.
In view of the increasing adoptions of such new technologies across the world, the meeting of Asia-Pacific Regulators serves as a new platform for regulators and industry players to raise awareness on new technologies, facilitate alignment of regulatory approaches, and to support the adoption of regulatory practices and policies.
At the meeting, eight priority areas and workstreams were identified by the Asia-Pacific CAAs. Six AAM areas of focus include Certification and Acceptance, Entry into Service, Facilitation, Economic Policies and Regulations, Capability Building and Public Education. The other two UAS priorities highlighted were Technical Guidance and Personnel Training.
Director-General of CAAS, Mr Han Kok Juan said that CAAS hope to use this new platform “to foster greater collaboration amongst regulators and with industry to co-design and co-develop rules that would better meet our twin objectives of leveraging technology and ensuring security and public and aviation safety.” Mr Han also noted that “Such collaboration will also help us streamline and align regulatory processes, speed up approval and adoption across States and support public education and outreach.”
By 2025, a set of reference materials will be developed by the CAAs to help facilitate and implement AAM and UAS operations in various countries.
